I am attempting to setup a Snom 720 over a site to site VPN connection, although the Snom will register and take incoming calls any external outgoing calls receives a 'network failure' error.

Internal calls can be made without a problem, and external incoming calls can be answered, it is only making outgoing calls beyond the SAIL PBX.

sark_sip_localnet.conf contains lines for both the local network where the SAIL is and the range that the Snom is on.

localnet=192.168.1.0/255.255.255.0
localnet=192.168.2.0/255.255.255.0

There is a firewall rule setup to allow the entire range as well.

net:192.168.2.0/24   $FW   tcp   80,22,5060,6000:40000,5038,123,389,686
net:192.168.2.0/24   $FW   udp   80,22,5060,6000:40000,5038,123,389,686

The VPN is up, from the remote site i can ping the SAIL, logon over HTTP and SSH.

I get the same problem if the snom is setup to auto provision or if it is setup as a simple SIP extension.

Any ideas?

I've just seen your post - I have multiple sites configured with remote extensions  (Snom's) running over VPN's

I would set the extension up as a remote extension and remove the localnet entry for the remote network.

I setup a VPN at another site and everything worked without issue in a matter of moments, so the SAIL configuration is confirmed as correct.

The VPN has been in place fro months without issue, will have to test other hardware components.
